EU PPWR Faces Industry Backlash Over Strict Deadlines & Ambiguity

Brussels, May 20, 2026 – A coalition of 138 global industry leaders, including Coca-Cola, Mondelez, Heineken and McDonald’s, has urged the European Commission to postpone the enforcement date of the Packaging and Packaging Waste Regulation (PPWR), scheduled for August 12, 2026.

In an open letter, CEOs warned that rushed implementation risks severe supply chain disruptions and threatens EU competitiveness. Key pain points include ambiguous rules on PFAS bans—with no standardized testing method—and unclear definitions distinguishing “intentionally added” from “unintentionally present” substances.

The regulation, replacing a 30-year-old directive, mandates minimum recycled content, reuse targets and strict packaging design rules across all materials. Companies argue the tight timeline leaves insufficient room for factory upgrades, material innovation and workforce training.

While the EU defends PPWR as critical to its circular economy goals, the industry pushback signals a deepening rift between legislative ambition and industrial reality. The Commission has not yet responded to the delay request.
